He was, with the BG, only for "natural" breeding programs(i.e what he and the BG did).

Well, point being, the BT were probably over-relient and obssessed with their source of power and never really considered that, like the Ixians who probably had to be warned/blodgeoned to stop their improved hunter-seeker program by God Leto. kinda like what I remember about the master "race" in The Eyes of Heisenberg(IIRC, been almost 10 years now).
And I disagree about the tanks being slow or kept for the most precious of things. Think about it- a "free" woman vs a tank- who do you think will produce more babies in a shorter time? A tank is already a super baby-making machine(as all women should be
), why make babies with "imperfect" natural designs? The description is too clinical to think he'll fuck some real woman or he'd have at least some thought of them and maybe some memberence of pleasure.
Oh, and remember- he does get sexually excited with the FDs demonstrating the HM techniques. You'd think he'll have some passing thought if he was gonna meet some real women in the selmalic.
